        chosen that guides or influences decisions on     
        youth issues.  Use for outlining, discussing or   
        proposing changes to policy.  For actual          
        statements issued by political parties or         
        governments, use both this heading and 'Policy    
        documents'.

  SN:   Use for programs designed for adolescents and/or  
        youth.
