Follow-up notice to pharmacists in Quebec

The purpose of this notice is to provide you with more information about the Interim Federal Health Program (IFHP), which covers the cost of health services for refugee claimants, resettled refugees, and other eligible populations. About 300 Quebec pharmacists have already registered with Medavie Blue Cross to participate in the IFHP. We would like to provide you with the following information:

2. I have decided to participate in IFHP; how can I submit my claim to Medavie?

To submit electronically, you need to have your POS software updated by your provider for electronic submission of IFHP claims. Once this is done, you will be able to not only submit electronic claims but also to obtain online pre-determination of client and medication eligibility and immediately know the amount eligible for reimbursement, including costs of medication, mark-up and dispensing fee. Reimbursement of claims will be done within 14 days if submitted electronically.

3. I submitted my pharmacy claim for the IFHP reimbursement but have not received payment.

CIC and the AQPP worked together over the course of the last 8 months to investigate and adjudicate any such instances, brought to our attention. Any services eligible under the IFHP in these bills have been fully reimbursed; the vast majority of the bills, however, were for services / products that were ineligible under the IFHP or exceeded the lowest cost alternative price.

If you currently have a bill awaiting IFHP reimbursement for longer than 1 month, please contact CIC. We will immediately investigate and, if the claim was submitted for an IFHP-eligible client and service, we will ensure that the claim is paid.

Please send by fax to 613-954-0202 a copy of such claim, as well as any other documents providing a proof of what and when was submitted, and if partially paid, when and in what amount.
