Sharing of Visa and Immigration Information with the United States

Description of the objective

Foreign nationals who are inadmissible to Canada can pose a threat to the safety and well-being of Canadians and compromise the integrity of Canada’s immigration program if they are able to enter the country by obscuring their identity. By ensuring that inadmissible individuals are identified and denied entry at the earliest possible opportunity, before they enter Canada, the Government of Canada can reduce risks to the safety and security of Canadians and the financial burden associated with removing these individuals from Canada.

To this end, the Government of Canada has taken steps to bolster the security of its immigration and refugee system and counter immigration fraud through enhanced cooperation on immigration information sharing.

The Government of Canada intends to pursue high-volume, automated sharing of biographic and biometric immigration information with the United States to increase security, counter fraud and facilitate travel.

To supplement existing authorities, the Government of Canada will be proposing regulations – to be implemented in 2013 – that support the systematic sharing of biographic and biometric immigration information with the United States.

Changes considered are within the Immigration and Refugee Protection Regulations, which are enabled by the Immigration and Refugee Protection Act.
