The Settlement Program supports newcomers in their settlement and integration. New Ts and Cs have been in place since 2008. Previously existing programs have been merged into one program to provide higher level of flexibility.
Recent evaluations of those programs showed that the settlement programs are relevant and that they are assisting newcomers with their settlement process in a variety of ways.
 
The next program evaluation will be carried out in stages. By 2014-2015 the entire Settlement Program will be evaluated.
Resettlement Assistance Program (RAP) 2009-2010 55,699 2010-2011 C 2015-2016 The Resettlement Assistance Program (RAP) provides support to government-assisted refugees. The recently completed evaluation found that the program is relevant and services provided to GARs are necessary. Terms and Conditions of RAP will be renewed by September 2011, reflecting efforts to address evaluation recommendations. A performance measurement strategy for RAP is currently under development.

Citizenship for Newcomers and all Canadians Grant for the Institute for Canadian Citizenship 2007-08 404 N/A N/A 2012-2013 (to be evaluated with Citizenship Awareness) The ICC components will be evaluated as part of the evaluation of Citizenship Awareness.
Multiculturalism for Newcomers and all Canadians Multiculturalism Program 2009-2010 7,628 Last summative evaluation completed in 2006. A 2010 evaluation was postponed to 2012 as program underwent changes to its objectives. Revised T&Cs were approved by TB March 2010 C 2011-2012 A pre-evaluation study is underway by Government Consulting Services (GCS), with a completion date of March 31, 2011. A new logic model and PMF have been prepared. The next evaluation will also include assessment of contribution to the Task Force for the International Cooperation on Holocaust Education.
Community Historical Recognition Program 2007-2008 4,618 N/A N/A 2012-2013 Program is currently scheduled to sunset March, 2012.
Canadian Influence in International Migration and Integration Agenda Migration Policy Development Program (MPDP) 2009-2010 350 2007/2008 C 2012-2013 MPDP funds participation in selected organizations engaged in the development of international migration policy and research. The latest evaluation of the Program found that CIC benefits from this Program by facilitating access to information related to migration management, some of which would not be accessible in any other venue. These forums are promoting frank and substantive dialogue between states.
International Organization for Migration (IOM) 2009-2010 1,454 2010-2011 C 2015-2016 The IOM is the global inter-governmental organization on migration, with states as members. The most recent evaluation found that membership in IOM is aligned with CIC and Government of Canada objectives and that the IOM offers a forum to discuss migration issues, in which Canada plays an active part. Though some of the benefits are difficult to quantify, the value of membership in IOM was found to exceed the expenditure.
