Terminated programs: federal immigrant investors and entrepreneurs

On June 19 2014, Bill C-31 became law – archived, and we terminated applications still in the backlog of the federal Immigrant Investor Program and Entrepreneur Program.

If we made a decision on your application before February 11, 2014

Your application isn’t affected. We’ll keep processing your application until we make a selection decision.

This legislation does not affect your application, even if you haven’t:

  • completed the required investment
  • submitted the results of your immigration medical exam

If we didn’t make a decision on your application before February 11, 2014

We terminated your application. We’ll contact you or your immigration representative, to tell you how we’ll return your fees.

We’ll return your fees without interest.

If you applied under the federal Immigrant Investor Program and already made your investment, we’ll return your investment without interest.

We won’t reimburse other application costs such as:

  • language tests
  • financial audits
  • bank charges
  • representative fees

There are a small number of cases not affected by the legislation, where we:

  • made a selection decision on or after February 11, 2014
  • processed the application to completion
  • made a final decision before Bill C-31 became law

How to get your fees returned

Complete the Return of Application Fees for the Federal Immigrant Investor Program IMM 5778E form and email it to us.

Banking information may be different depending on your country or territory. To avoid delays, contact your local bank to get help with completing your bank account information.

Important note for applicants living in Iran, Libya, Syria, Sudan, Myanmar (Burma) or Cuba. You can’t use the online form to process your refund. To get the right form contact us at IRCC.FINIIP-ENFeeReturns-RemboursementsdesfraisPII-PEFIN.IRCC@cic.gc.ca with:

  • the country you live in
  • your name
  • your file number.
