Entrepreneurs: Counselling and monitoring guides

Immigration and Refugee Protection Act

This guide is for persons who have been issued permanent resident visas and who come to Canada as entrepreneurs.

Important Notice:

As of December 1, 2011, permanent residents in the entrepreneur class are no longer required to submit to CIC the Mail-In Card for Entrepreneurs (IMM 5548), Entrepreneur Monitoring Report, Immigration and Refugee Protection Act (IMM 5486) and the Application to Remove Entrepreneur Conditions (IMM 5547), unless specifically requested by a CIC official.

Note: It is important that you keep any evidence or documents proving you comply with the terms and conditions. You should keep this as long as you are a permanent resident as CIC may request it.

Entrepreneurs are experienced persons who will control and actually manage a business in Canada. The business must create employment opportunities for others.

To remain in Canada as an entrepreneur, you and your family members must do the following within three years of becoming a permanent resident:

  • You must have controlled and actively managed a qualifying Canadian business for at least one year after becoming a permanent resident.
  • You must be able to support your family, including children, spouse or common-law partner.
  • The business must have created at least one full-time job equivalent for a Canadian citizen or permanent resident (other than yourself and your dependants).

You must report regularly to an officer at a Citizenship and Immigration Centre closest to your residence. The officer will advise you on how you can meet the conditions of your permanent residence in Canada.
