Local Requests
Applicants should obtain a Certificado de Habilitación Policial, issued by the Dirección Nacional de Policía Técnica. The application must be accompanied by a valid Cédula de Identidad, a passport and the applicable fees. Fingerprints are taken upon receipt of the application.

Non-Resident Requests
Applicants must have a representative in Uruguay to complete the application process. First, the applicant must pay the applicable fees and have fingerprints taken by the local consular office of the Uruguay embassy or consulate and name someone to represent him or her in Uruguay. The application and fingerprints authorized by the embassy or consulate should then be sent by the applicant to the named representative so that the representative may apply at the Dirección Nacional de Policía Técnica.
