If you live in the Palestinian Authority

Get a Certificate of Good Conduct from the office of the Ministry of the Interior (in Arabic only) in Ramallah.

If you live in Gaza

You can choose one of the following 2 options:

  1. If you have friends or relatives in the West Bank, you can apply for a power of attorney (Wakala), issued in Gaza through the Palestinian Bar Association. Giving your friend or relative the power of attorney allows them to submit a request on your behalf at the Ministry of the Interior in Ramallah.
  2. Apply at a service centre in Gaza and submit an application to get a Certificate of Good Conduct. The service centre will get the approval from the Palestinian Bar Association and then forward it directly to the Ministry of the Interior in Ramallah for processing.

Once you get the Certificate of Good Conduct issued in Ramallah, forward a copy to the office processing your application or include the police certificate with your application.
