Audit of Atlantic Region Governance
Executive Summary
The Citizenship and Immigration Canada (CIC) Risk‑Based Audit Plan for 2010–2013 identified the need for an audit of governance in the Atlantic Region. The Risk‑Based Audit Plan identified audit and advisory engagements to be undertaken during the current year based on a combination of departmental priorities and risks. This audit covered all areas of governance and risk management in the Atlantic Region. The on‑site field work was conducted from July 6 to 7, 2010.
The audit was conducted to be in accordance with the Government of Canada’s Policy on Internal Audit and the Institute of Internal Auditors’ professional practice standards.
CIC is responsible for the selection and processing of applications to come to Canada on a temporary or permanent basis, and helping newcomers to Canada adapt to Canadian society and become citizens. The Operations Sector, through the Assistant Deputy Minister of Operations, is responsible for the delivery of CIC programs. The Atlantic Region is one of the domestic regions of the CIC Operations Sector that handles program delivery.
The objective of the audit was to assess the adequacy of the governance framework and risk management processes and practices in the Atlantic Region. The audit scope covered all significant aspects of the Region’s governance processes and risk management practices. The audit consisted of two lines of enquiry: governance processes and risk management practices.
The audit concluded that overall, the Atlantic Region had an appropriate governance framework in place to manage operations in the Region; however, we identified some areas where practices should be strengthened. Risk management practices met our expectations.
The report identified some areas for improvement and consequently made the three following recommendations. The Atlantic Regional Director General should:
- Develop operational plans to support the Region’s business plan, which should be reviewed at appropriate intervals.
- Develop a more robust framework to promote and reinforce values and ethics locally.
- Develop a human resource plan that includes a learning strategy to support employees’ and management’s goals outlined in the Region’s business plan.
The following report provides detailed observations and recommendations. It also includes management’s responses, an action plan, and proposed implementation dates for the recommendations.
