Review of the Handling of Public
Money Project — Final Report

1.0 INTRODUCTION

The Handling of Public Money (HPM) project was implemented as a new way of collecting and controlling fees for processing citizenship and immigration applications at case processing centres (CPCs) in Mississauga, Sydney and Vegreville. It was introduced at CPC Mississauga in October 1997, followed by CPC Vegreville in April 1998 and CPC Sydney in June 1998. The goal of HPM was to develop and implement an automated system integrated with Citizenship and Immigration Canada (CIC) systems to facilitate the collection and control of fees through the use of outside partners, thereby creating a common repository for all citizenship and immigration revenues. HPM was implemented as part of the federal government’s initiative to conduct its business more cost effectively.

A review of the HPM pilot project at CPC Mississauga in February and March 1998 concluded that this project led to efficiencies and effectiveness in payment processing; is a workable system; and delivers a high level of client satisfaction.

The Corporate Review Unit of CIC has been mandated to review the HPM project and to follow up on the recommendations of the pilot project review.
