3.0 REVIEW OBJECTIVES, SCOPE and APPROACH
3.1 Objectives
The objectives of this review were to provide independent and factual information and analysis on the way HPM is performing, and to make recommendations to improve its effectiveness. Specifically, the review focuses on the following factors:
- efficiency of payment processing;
- effectiveness of payment processing;
- workability of the system; and
- level of service provided by the NBC and the other participating financial institutions.
As well, the review follows up on the recommendations of the 1998 review report of the HPM pilot project at CPC Mississauga.
