3.3 Approach

The review approach undertaken consisted of the following:

  • a documentation review related to HPM;
  • discussions with stakeholders from CIC HQ;
  • discussions with CIC staff from the CPCs (Sydney, Mississauga and Vegreville);
  • discussions with CIC staff from GTA Central and Edmonton;
  • discussions with staff at the Toronto Call Centre;
  • interviews with representatives from NBC (including its processing centre);
  • discussions with representatives from the Department of Fisheries and Oceans (DFO), which uses a similar payment process; and
  • follow-up on the findings and recommendations of the 1998 review of the HPM pilot project at CPC Mississauga.
