4.6 Pilot Follow-Up
The scope of the pilot review was much smaller and focused primarily on the technical aspects of HPM and its impact on CPC Mississauga at start-up. Most of the observations and recommendations outlined in the pilot review have been discussed in this review, within the context of their overall impact on all CPCs.
During the pilot project, clients were able to pay their fees only at a branch of the NBC, resulting in submissions to wrong institutions (4 percent). However, clients are now able to pay their fees at most financial institutions in Canada, thereby eliminating this concern. It is the clients’ responsibility to ensure their name and address is written on the back of the receipt. If this is not done, the receipt can get separated from the application, which makes it more difficult to match the two to ensure payment has been made or to process a refund to the payer, if necessary. The pilot report recommended either that financial institutions verify this requirement when clients submit the fees or that CIC print a warning on the front of the HPM receipt to complete the back of the receipt. Neither of these two recommendations was implemented. The onus is still on the person who made the payment to fill out the back of the HPM receipt.
Recommendation 11
It is recommended that, in order to ensure that a client’s name and address are written on the back of the HPM receipt, instructions be printed in a larger font in the application kit and printed on the front of the HPM receipt.
