3.6 De Facto ICOs

There are currently nine de facto ICO positions in missions. (section removed) In some cases, de facto ICOs spend most of their time performing ICO-related duties. (section removed).

These positions should be considered part of the program delivery structure for the intelligence, interdiction, reporting and liaison activities. The positions exist based on a perceived need by the program manager and officer for this type of activity. (section removed)

Recommendation 9

Within the Enforcement Branch planning process for each mission, an approach should be developed to ensure all officers engaged in interdiction, intelligence, reporting and liaison are included in the assessment of the delivery structure. If ICO work is deemed necessary and appropriate for the location, IR, the Enforcement Branch, the Case Management Branch and the program manager should determine expectations for the mission.

Management Response

Management agrees with this recommendation. The use of de facto ICOs, including their designation and operational management, needs to be reviewed and rationalized within the broader ICO Network system.
