| 1. The management framework described in this report should be adopted. Once agreement is reached, a communication plan should be developed to ensure all stakeholders are informed of and understand the management framework. Management Response Management agrees in principle that there needs to be a new management framework, consistent with the Department’s management model, but details remain to be defined. |

| The group will elaborate on the management framework to ensure that all stakeholders, both at HQ and at missions abroad, have a clear understanding of their roles and responsibilities concerning the ICO Network. This statement will largely reflect current reality and is strongly linked to recommendations 7 (planning and reporting) and 8 (personnel selection process). The management framework will include a description for de facto ICO positions and for ICOs with organized crime responsibilities. |
