1. The management framework described in this report should be adopted. Once agreement is reached, a communication plan should be developed to ensure all stakeholders are informed of and understand the management framework.

Management Response

Management agrees in principle that there needs to be a new management framework, consistent with the Department’s management model, but details remain to be defined.

The group will meet on April 3, 2002, to review and enhance the management framework suggested in the ICO review report. Enforcement Branch (SED), International Region (RID) and Case Management (BCD) April 3, 2002
Following the April 3 meeting, the group will report back to senior management by April 25, 2002, to recommend adoption of the finalized ICO management framework. April 25, 2002
The group will elaborate on the management framework to ensure that all stakeholders, both at HQ and at missions abroad, have a clear understanding of their roles and responsibilities concerning the ICO Network. This statement will largely reflect current reality and is strongly linked to recommendations 7 (planning and reporting) and 8 (personnel selection process). The management framework will include a description for de facto ICO positions and for ICOs with organized crime responsibilities.
