Once developed, the policy and strategy will define the Department’s position on fraud and how the Department intends to fulfil its role (the definition will include a description of the role of mission resources as part of the overall strategy).

Management Response

Management agrees with this recommendation. Discussions have been held between IR and the Enforcement Branch to begin the development of an anti-fraud strategy.



a) The Enforcement Branch has requested allocations under the public safety budget to establish a basic Fraud Prevention Division. This initiative includes the creation of 12 positions, including a director at the PM-6 level, an AS-1 administrative assistant, four PM-4 and two PM-5 analysts, and an FS-2 analyst. Staffing actions and creation of office space are under way with a target completion date of March 2003. RID in consultation with SED and regions March 2003
b) Initial consultations with regions and missions abroad regarding existing anti-fraud initiatives and gaps are under way and are targeted for completion in March 2003.   March 2003
