| 7. A systematic reporting of performance
against expectations, apart from the personnel appraisal process,
should be undertaken. To do so, an analysis of expectations should
be completed on a mission-by-mission basis by the Enforcement Branch,
IR, the Case Management Branch, program managers and ICOs. Plans
should allow for accountability by explicitly stating expectations
and, in some cases, performance indicators. This planning process
should be built into the next annual planning process—the
IRIMP—if it is deemed the appropriate vehicle. Management agrees with the recommendation.

The group will establish the format of an enforcement,
organized crime and security appendix, and a related statement of
objectives, by September 2002 for inclusion in the fall 2002 IRIMP
process.
In order to develop a systemic method of reporting performance against expectations for the ICO Network, the group agrees that the creation of an appendix to the current IRIMP to cover ICO and Enforcement Program objectives, similar to the appendix for promotion and recruitment activities, would be appropriate. This appendix will include a general statement of objectives, in addition to specific input to missions from the Enforcement Branch and the Case Management Branch at the beginning of the IRIMP process. Mission plans will incorporate this input and allow for accountability by explicitly stating objectives and performance indicators. There was agreement that the Enforcement Branch, IR, the Case Management Branch, program managers and ICOs would complete mission-by-mission expectations. |

| In January 2002, SEZ implemented a monthly ICO activities report that serves as an important monitoring tool for ICO activities. SEZ will report back to Geographics, program managers and ICOs on a quarterly basis on the results achieved. | January 2002 | ||
| In addition, SEZ will produce, on a quarterly basis, Support System for Intelligence (SSI) statistics indicating IDAs versus interdictions, to contribute to the assessment of the effectiveness of interdiction activities abroad and to provide feedback to IR.
