8. The current role of IR in the selection process should be preserved, and the Enforcement Branch, the Case Management Branch and immigration program managers should be engaged early to continue to provide specific criteria (for skills and characteristics) to IR for ICOs on a mission-by-mission basis. In turn, the Enforcement Branch and the Case Management Branch should hold IR accountable for the delivery of its programs, based on the expectations agreed to during the annual planning process.

Management Response

Management agrees with the recommendation and will commit to a consultation process as early as feasible in the process.



SEZ will draft a skill grid to be distributed by April 25, 2002. This grid will be used by the Enforcement Branch and the Case Management Branch to provide explicit input to the planning process.

The group agrees that current roles in the selection process can be elaborated within the management framework. Early in the assignment process, International Region Personnel (RIR) will continue to engage the Enforcement Branch, the Case Management Branch and program managers. After the threat and risk assessment is complete, the Enforcement Branch and the Case Management Branch will provide skill and characteristics criteria for ICOs on a mission-by-mission basis. The Enforcement Branch and the Case Management Branch will hold IR accountable for the delivery of its programs, based on expectations that were agreed on during the annual planning process.
