The audit methodology included the following:

observing;
reviewing all relevant Citizenship and Immigration Canada (CIC) policies, procedures and practices;
reviewing documentation;
interviewing CIC staff;
identifying and examining key controls;
testing transactions; and
documenting the systems, processes and practices in place for the operational controls.
