2.2.2 Printing and Warehousing of Immigration Key Control Forms
The Canada Bank Note Company prints the immigration key control forms. The warehouse is (section removed). There is a contract between CIC and (section removed), which is managed by the Materiel Management Division. The contract for the Canada Bank Note Company is with (section removed), not CIC. This is a continuation of arrangements that were established under the former Employment and Immigration Canada.
The Canada Bank Note Company ships immigration key control forms to (section removed), which then ships them to CIC offices. All offices are billed for these forms. When (section removed).
The audit team was advised that under the current arrangement with (section removed), there are no site inspections at the warehouse, and no audits of such areas as shipments, systems, warehousing and logistics. Additionally, (section removed) has information that should properly rest in the Department, such as all the (section removed).
Management has responded that the above finding is not entirely accurate. We have been informed that IM conducts an annual audit of control form inventory on site at the (section removed) warehouse. The last annual audit was completed in spring 2002.
CIC advised the audit team that it is setting up new contracts through Public Works and Government Services Canada. These new contractual arrangements would be between IM and the Canada Bank Note Company, and IM and (section removed).
It may be appropriate for the Department to review the entire process for handling immigration key control forms, from printing and warehousing to delivery. These processes take place outside the Department.
