1.0 BACKGROUND
The audit of the Canadian Consulate General in Seattle assessed the immigration program’s operations in accordance with the objectives and scope described below.
The Canadian Consulate General in Seattle is a satellite of the Buffalo Regional Program Centre (RPC). The Buffalo RPC accepts all immigration applications submitted in the United States. These applications are examined in Buffalo to determine whether there are sufficient grounds to waive an interview. Buffalo sends the immigration cases that warrant an interview to a satellite office; Seattle is one of four such offices. Seattle is also one of two Business Immigration Centres in the United States, which receive business class cases sent to Buffalo that require an interview.
In addition to its immigration workload, Seattle receives a large number of non-immigrant applications. These include applications from visitors, students and temporary workers.

The Seattle office comprises two Canada-based officers (CBOs)—one
of whom is the immigration program manager (IPM)—three designated
immigration officers (DIOs), one non-immigrant officer (NIO) and seven
locally engaged staff (LES) members. Each officer, with the exception
of the NIO, has a dedicated program assistant. The program assistants
all back up the cashier, and the DIOs and CBOs all back up the NIO on
a regular basis.
