2.0 OBJECTIVES AND SCOPE
The objective of this audit was to assess the overall quality of program management, to identify any mission-level and systemic weaknesses that affect the efficiency and effectiveness of program delivery, to assess the degree of compliance with statutory and policy directives, and to make practical recommendations for improvement.
The audit scope covered all immigrant and non-immigrant program activities with associated financial and administrative components. These components include the management of the function, case load management (efficiency and economy), program integrity—including admissibility (effectiveness), cost recovery and key forms control—and human resource management.
