3.0 Management of the function
The objectives of this section were threefold: to examine the priorities and targets of the immigration program in order to ensure that they reflected Citizenship and Immigration Canada (CIC) priorities; to ensure that the budget was being spent according to the priorities identified; and to determine the effectiveness of performance monitoring.
We expected to find that the International Region Immigration Management Plan (IRIMP) had been developed using the priorities and trends for the International Region, and the Guide to Completing the IRIMP. We anticipated that the budget was being expended in accordance with departmental and Treasury Board policies, and that performance monitoring was being conducted to ensure consistency of decision making and enhance the integrity of the program.
Overall, the Seattle Consulate General’s immigration program is well managed by a capable IPM, who is directly involved in all aspects of the program. The IPM is updating service standards for each of the business lines, which will be disseminated both online and over the automated telephone enquiry system. In addition, a quality assurance program has recently been introduced to strengthen program integrity.
