5.0 Program integrity and compliance

5.1 Immigrant Programs

This section examines overall program integrity with respect to statutory and policy requirements. We assessed the immigration program’s compliance with selection criteria for both the family class and the economic class (which includes skilled workers and business class applicants), as well as the consistency of and support for decisions leading to acceptance or refusal. The audit team examined the quality of the Mission’s verification of the information and documents submitted by applicants, the appropriateness of delegated authorities, and the degree of CBO scrutiny of local staff decisions and recommendations.

The audit team was satisfied that the immigration and visa sections at the Consulate General in Seattle fulfil all integrity and compliance requirements. The well-motivated and supervised staff, often faced with heavy seasonal pressures, is able to fulfil its mandate without compromising the quality of the immigrant program.
