5.2. Overall Data Review

Generally, there were no significant deviations in the quality of electronic immigrant files. The team examined 618 CAIPS files of applicants who had been interviewed over the past year to compare the country of last permanent residence of each applicant against each interviewing officer’s total points awarded for personal suitability. All but one officer used the full range of points in this field. The acceptance rates of these files indicated that there were no signs of unfair treatment based on country of last permanent residence. This observation is important, given that over 95 percent of the Mission’s clientele from January 1, 2001, to November 16, 2001, came from offshore, from a mix of 51 countries.

To verify officers’ refusal rates, an examination of all 1,255 applications on which selection decisions were made in the first 11 months of 2001 was undertaken. Refusal rates for all except one of the Mission’s officers were in the 9 percent to 16.7 percent range.

Seattle being a satellite, interview waivers for permanent residents are, with rare exceptions, decided at the Buffalo RPC rather than at the Mission.
