5.4. Non-Immigrant Programs
This section examines overall program integrity with respect to the statutory and policy requirements of non-immigrant programs. We assessed the immigration program’s compliance with admission requirements for non-residents and examined decisions leading to acceptance or refusal. We also examined the appropriateness of delegated authorities to issue visas and the degree of CBO scrutiny of local support and officer staff decisions and recommendations.
The audit concluded that the non-immigrant program in Seattle is well managed. Seattle has a high and sometimes very complex visitor, student and worker workload, due to the fact that it is composed primarily of offshore applicants. (Only 22 citizens of the United States were seen in the student category and 81 in the Temporary Workers Program during the first 11 months of 2001.)
