3.4 Security Screening
A personnel security process was established and is functioning satisfactorily. Corporate Security provides an excellent service with short turnaround times. Generally, staff received access when forms were completed and clearance checks finalized. Procedures were also in place to revoke these privileges when staff left the Department.
It is standard practice in CIC to clear most staff to a level of “enhanced reliability.” Staff clearances are frequently not in accordance with the security requirements of the information they are handling. In many cases, local managers were concerned that the information being collected exceeded normal protection requirements. Managers also indicated that higher security levels are required for a larger number of program staff. In some cases, staff with security responsibilities did not have the appropriate higher security clearances.
