2.0 OBJECTIVES AND SCOPE
The principal audit objectives were to assess the overall quality of program management, to identify any mission-level and systemic weaknesses affecting efficient and effective program delivery, to assess the degree of compliance with statutory and policy directives, and to make practical recommendations for improvement.
The audit scope covered all significant non-immigrant and immigrant program activities with associated financial and administrative components. These components include management of the function, case load management (efficiency and economy), program integrity— including admissibility (effectiveness), cost recovery and key forms control—human resources management, communications and information technology systems, such as the Computer-Assisted Immigration Processing System (CAIPS).
