Operational manuals and bulletins

The Operational Manuals are divided into different categories (for example, the Citizenship Policy Manual [CP]; the Enforcement Manual [ENF]; the Overseas Processing Manual [OP]; etc.). Each manual, in turn, is divided into specific chapters and assigned a chapter number (for example, CP 1: Citizenship Lines of Business; OP 2: Processing Members of the Family Class).

In exceptional circumstances, operational bulletins may also be issued for one-time-only instructions or to provide urgent instructions to staff for a brief period while the operational manuals are being updated.

Citizenship and Immigration Canada and Canada Border Services Agency employees consult operational chapters and operational bulletins for guidance in the exercise of their functions and in applying the Immigration and Refugee Protection Act, the Citizenship Act and their Regulations.

Whenever a chapter is modified or an operational bulletin is issued, a notice appears under the “Updates” section of this site.
