Backlog Reduction Action Taken: In 2011, CIC created four Backlog Reduction Offices to reduce the backlog of pre-removal risk assessment (PRRA) applications and applications for permanent residence based on humanitarian and compassionate considerations (H&C). Since refugee reform legislation was passed in June 2012, there has been a significant decrease in both intake for PRAA and H&C applications. The backlog is projected to be at zero later in 2015 at the current rate.
