Funds received in the mail

This section contains policy, procedures and guidance used by Immigration, Refugees and Citizenship Canada staff. It is posted on the Department’s website as a courtesy to stakeholders.

Unopened mail will be handled in a secure environment similar to that provided for the security of all ICRP assets. Where possible, at least two employees should be present to open immigration mail and record payments received.

Payment is usually attached in the form of a certified financial instrument (certified cheque, international money order, bank draft, etc.) or a financial institution receipt. Occasionally, applicants send cash in the mail. IPMs will take appropriate steps to discourage this last practice.

If the IPM receives a complaint from an applicant that the payment they mailed was not received, he will consider it an indication that local procedures may not be adequate, have the matter investigated and initiate remedial action as required.

Under no circumstances will CIC personnel counsel or encourage applicants to submit fee payment in cash.
